Keala (Kay-luh) is the Founder and Principal of RIPE Policy Solutions. With a Master’s in Public Policy from the University of Chicago, Keala leads RIPE with a deep understanding of evidence-based policymaking.

Keala has worked across sectors for various governmental bodies, private and public entities. Delivering results for the Phoenix Mayor’s Office, the U.S. Department of State, McKinsey & Company, Eli Lilly & Company, and, most recently, University of Chicago Medicine, Keala has built the policy toolkit needed to support clients in addressing society’s most complex policy challenges. Whether she’s supporting a corporate government affairs team with health research expertise or designing a pilot housing program for low-income seniors, Keala is an activator committed to bringing curiosity, valuable insights, and an analytic mindset to her work.

Keala is a native Arizonan and a first-generation graduate of Arizona State University. Keala’s firsthand experience witnessing the failures of public policy to effectively address the complex needs of the communities she cares about drives her passion for improving policymaking in the United States.
